Dear Mr. Kingsley:

Section 6.2 of Generic Letter 82-33 requested applicants and licensees to provide a report on their implementation of Regulatory Guide 1.97 (RG). The BWR Owners' Group responded by submitting NEDO-31558, " Position on NRC Regulatory Guide 1.97, Revision 3, Requirements for Post Accident Neutron Monitoring System," which proposed alternative criteria for neutron flux monitoring instrumentation in lieu of the Category 1 criteria stated in the RG. In a safety evaluation dated January 13,1993, the staff concluded that the criteria of NEDO-31558 was acceptable.

By letter dated June 3,1993, the staff requested you to review the LaSalle County Station, Units 1 and 2, neutron flux monitoring instrumentation against the criteria of NEDO-31558 and document the results of your review. Your letters dated August 17 and November 12,1993, and June 21,1999, provided the results of your review. Your letter of June 21,1999, indicated two areas in which LaSalle does not conform with the guidance specified in NEDO-31558. You indicated in your letter that the justification for non-conformance with the NEDO is consistent with the BWROG position and does not compromise plant safety. The staff has reviewed the licensee's justifications for deviations from NEDO-31558 and has determined that they are acceptable. Therefore, the post-accident neutron flux monitoring instrumentation at the LaSalle County Station, Units 1 'and 2, is an acceptable alternative to the guidance in Regulatory Guide 1.97. ,
