LASALLE INSPECTION REPORT 50-373/99007(DRP); 50-374/99007(DRP)

Dear Mr. Kingsley:

On April 2,1999, the NRC completed a Restart Operations Assessment Team Inspection at

your LaSalle facility. The purpose of the inspection was to evaluate the readiness of plant

hardware, plant staff, and management programs to support a safe restart and continued

operation of LaSalle Unit 2 while maintaining safe operation of Unit 1. The inspection team

performed assessments in the areas of operations, surveillance testing, and engineering. The

Inspection effort included continuous control room observations during a 72-hour period. The

team focused on those processes and programs which could affect safe reactor startup and

dual unit operation. The team also observed surveillance activities, performed plant system

walk-downs, and evaluated problems and associated corrective actions identified by various

oversight organizations.

Through observation of routine operating and testing activities, we concluded that essential

facets of safe plant operat'ons were being effectively implemented. Control room operations

activities such as communications, command and control, shift tumovers, and overall operator

knowledge and awareness of plant conditions and equipment were determined to be

acceptable. We also noted that the observed surveillance test activities were properly

implemented. The Restart issues Review Committee and Nuclear Oversight were determined

effective in evaluating the plant's restart readiness.

Based on the results of this inspection, the NRC has determined that two violations of NRC

requirements occurred. The violations are being treated as Non-Cited Violations (NCVs),

consistent with Appendix C of the Enforcement Policy. The NCVs are described in the subject

inspection report. If you contest the violations or severity level of the NCVs, you should provide

a response within 30 days of the date of this inspection report, with the basis for your denial, to

the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington,

DC 20555-0001, with copies to the Regional Administrator, Region lil, and the Director, Office of

Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
