is the SALP 8 Board Report for the LaSalle Countys Station, Units 1 and 2,

covering the period March 16, 1988, through June 30, 1989.

In accordance with NRC policy, I have reviewed the SALP. Board Assessment and

concur with their. ratings.

It is my view that your conduct of nuclear

i

activities in connection with the LaSalle County Station.shows an appropriate

. concern for. nuclear safety. Highlights of the report are set forth below-

'

.1.

' Although we rated your performance in the area of Radiological Controls

i

as a Category 2, we are concerned with the effectiveness of your ALARA

. program in light of the high statiori dose in.1988 and the continual

!

increases in collective doses betwecn 1985 and 1988.

Region III intends

i

to devote additional resources during.the SALP 9 assessmect period to

i

review the effectiveness of your ALARA program. We request that you

ensute that-you are devoting adequate resources and management attention

j

to your.ALARA program such that future year's station doses will be

i

reduced.

2.

The Assessment of Perforn.ance of LaSalle County Station indicated four

!

Category 2 ratings, one Category 2 rating with an improving trend, and

two Category I ratings. These ratings reflect acceptable performance

j

in all functional areas.

j

!

3.

The area of Security received a Category 2 with an improving trend rating,

an improvement from the Category 2 rating received during the previous

SALP perind.

-4.

The areas of Plant Operations and Emergency Preparedness each received

Category I ratings, an improvement from the Category 2 ratings that each

,

received during the previous SALP period.

While you will have sufficient opportunity to present your comments at the

meeting on September 28, 1989, we also solicit written comments within 30 days

after the. meeting. Your comments, a summary of our meeting, and my disposition

of your, comments will be issued as an appendix to the enclosed SALP Board Report.
