_ NONCOMPLIANCE, DATE, AND DURATION: l 82 ppm Oil and Grease, 17JUN85, unknown 34 ppm Oil and Grease, 24JUN85, unknown 33 ppm Oil and Grease, 30-day average. 03JUL85, month of June CAUSE OF NONCOMPLIANCE:

l A large input of oil overloaded the Wastewater Treatment Oil Separator.

Possible causes being investigated include a leaking oil separator oil i removal trough, which could reduce the oil separator's efficiency, and the overloading of the oil separator with an abnormally large quantity of oil.

Known contributing causes include an oil absorbent boom positioned in such a way that it trapped floating oil in the vicinity of the Wastewater Treatment effluent oil and grease sample point. This oil absorbent boom J had also not been replaced in over one year, and appeared to have little i or no remaining absorbency. The Station's supply of the two types of . 1 liquid polymer used at the facility as flocculant agents had exceeded the manufacturer's recommended shelf-life. Much of the polymer jelled, and appeared to have caused the failure of the polymer transfer pumps.

CORRECTIVE ACTION:

Station personnel are working with the oil separator vendor in determining if repairs to the oil removal trough will be necessary.

Station personnel are also attempting to identify the source of the oil.

The oil absorbent boom was replaced and positioned such that it does not interfere with the grab sample technique. An additional oil absorbent boom was installed upstream of the effluent compartment. The polymer skid transfer pumps have been repaired. New containers of polymer are due to arrive on-site soon. Oil was pumped out of the oil separator and the clarifiers. -Station personnel are evaluating the reorder quantity for both types of polymer so as to reduce the likelihood'of again exceeding the manufacturer's recommended shelf-life.
