The mixing action emulsified the oil. The oil emulsion reduced flocculation and filtration efficiency, causing the noncompliance.

CCRRIC I7E ACC ON:

1. Plant discharge was stopped.

2. All treated water was returned to the equalization tank.

3 The clearwell was cleaned.

4. Oil was skimmed off the clarifters.

5 The equalization tank mixer was taken out of service.

6. Oil soak bags were placed in the equalization tank, clearwell, and effluent compartment.
