Dear Mr. Davis:

Attached is the Annual Operating Report for the year of 1987 for the Environmental Protection Plan as required by Section 5.4 of Appendix B to Facility License No. NPF-ll and No. NPF-18.

This report is contained in the following subsections:

3.1 Plant Design and Operation.

4.2.1 Vegetative Integrity on Coolir.g Pond Dike.

S.4.1 EPP Non-Compliances and The Corrective Actions Taken to Remedy Them.

S.4.2 Non-Routine Reports.

Section 3.2 of Appendix B was amended on June 18, 1986, deleting the requirement for submittal of NPDES noncompliance reports to the NRC.

Therefore, this Annual Operating Report does not include a summary of the 1987 NPDES noncompliances.

Section 4.2.2 of Appendix B was also a:nended on June 18, 1986, deleting the requirement for monitoring of fog and ice due to the cooling pond.

o 4.2.1 Vggetative Integrity On Cooling Pond Dike The vegetative integrity of the cooling pond dike was inspected in accordance with LaSalle County Station Surveillance LTS-1000-5.

Inspections were performed on March 10, 1987, April 28, 1987, May 26, 1987, June 30, 1987, July 29, 1987, September 28, 1987.

October 28, 1987, and November 20, 1987. The results of these inspections are as follows:

1. Ground cover integrity on the cooling lake dikes remained intact during the entire growing season of 1987. No bare spots were noted.

2. Canadian Thistle was present on the cooling lake dike. The level of infestation was approximately the same as that seen in 1986. No application of herbicide was necessary to control this weed.

There were no other items of concern during the 1987 cooling lake dike inspection.
