011 was present in the faci 1ity equa1ization tank when the equalization tank mixer was placed into operation af ter repairs. The mix-ing action emulsified the oil.

Plant discharge was stopped.

All treated water was returned to the equalization tank.
3 The clearwell was cleaned.

Oil was skimmed off the clarifiers.
5 The equalization tank mixer was taken out of service.
6.
Oil soak bags were placed in the equalization tank, cIearwell, and effluent compartment.
