PERMIT NO: ILOO48151 NONCOMPLIANCE REPORT DISCHARGE NUMBER AND DESCRIPTION: 001 (s), Sewage Treatment Plant Effluent 4 PARAMETER AND PERMIT _ LIMIT: Total Suspended Solids, 60 ppm daily maximum NONCOMPLIANCE, DATE, AND DURATION: 71 ppm Total Suspended Solids, 14May86, 6 hours. CAUSE OF NONCOMPLIANCE: N The Sewage Treatment Plant (STP) influent enters the equalization tank

  • where it is pumped out by one of two pumps. The normally operated pump is the electric submersible, which has the capability to control level in the equalization tank via float switches, and also has a splitter box in the discharge line designed to equalize daily flow surges by recirculating excess flow back to the equalization tar;k. The backup pump is an air-lift pump with no level or flow control capability. The electric submersible pump had been experiencing low flow for several months, so the backup air-lift pump had been placed into operation. An unusually large Sewage Treatment Plant influent flow during the day of May 14, 1986, resulted in the system flow exceeding the effluent flow capacity of the one polishing pond in operation. The pond level rose above that of the outlet baffle designed to hold floating solids cut of the effluent pipe.

J CORRECTIVE ACTION: The west polishing pond has been cleaned and returned to operation. On 19May86 both polishing ponds were placed in operation. The electric submersible pump (OSTO7P) will be repaired under work request #L58508.
