~Pur ose:

Technical Specification 3.I4.5.b requires the submission of a report to the NRC if a non-functional fire barrier penetration is not returned to functional status within 7 days. In accordance with the above requirement, this special report on the breached barriers is being generated in order to notify the NRC. This special report will be updated on a 30 day basis until the Appendix R associated work is complete.

Event:

The plant has been and is continuing to implement numerous modifications, mainly in accordance with Appendix R Alternate Shutdown requirements. The schedular exemptions for the Safe Shutdown modifications, which outlined the alternative compensatory measure to be taken when a barrier is breached, expired on September 30, l986, and on October I, l986. Upon the expiration of the exemptions, the compsensatory measures as described in Attachment of our letter L-85-386 (dated October I I, l985), are continuing to be in place until the Safe Shutdown modifications are complete. Breaches incurred during Alternate Shutdown modifications are governed by the Technical Specifications or the exemptions as applicable.

Cause and Corrective Actions:

The major cause of the breached barriers is the Appendix R Alternative Shutdown work which still remains to be completed. Due to the large volume of work being performed, the plant is reporting the breaches in this one report, rather than on a case-by-case basis. The breaches are grouped in two categories (see attached list of breached barriers):

those breaches which are now closed, but were open for longer than 7 days, and

2) those breaches which were open at the end of December, and were open for longer than 7 days.

The plant continues to implement the compensatory measures as applicable.
