On May 11, 1998, the NRC issued Generic Letter (GL) 98-01,"Year 2000 Readiness of Computer Systems at Nuclear Power Plants," to require that all licensees provide information regarding their program, planned or implemented, to address the year 2000 (Y2K) problem in computer systems at their facilities. The GL requires licensees to provide (1) written confirmation of implementation of the programs and (2) written certification that the facilities are Y2K ready with regard to compliance with the terms and conditions of their licenses and NRC regulations.

By letter L-98-198, dated August 4, 1998, Florida Power and Light Company (FPL) submitted its response to GL 98-01 Required Information, Item (1) for Turkey Point Units 3 and 4. Item (2) of GL 98-01 Required Information requested that upon completion of the Y2K program, or no later than July 1, 1999, licensees confirm that the facility is Y2K ready, or will be ready, by the year 2000 with regard to compliance with the terms and conditions of the license(s) and NRC regulation. Ifthe program is incomplete as of that date, a status report must be submitted specifying completion schedules of work remaining to be done to confirm the facility is or will be Y2K ready by the year 2000.

On January 14, 1999, the NRC issued Supplement 1 to GL 98-01 to request that licensees voluntarily expand the scope of the GL to include confirmation of the facility's Y2K readiness with regard to those systems required for continued operation of the facility after January 1, 2000.

FPL is voluntarily reporting facility readiness as outlined in Supplement 1 to GL 98-01. Enclosed is the Year 2000 Readiness Disclosure for Turkey Point Units 3 and 4, reporting the status of facility Y2K readiness. This disclosure is submitted under the guidelines of the "Year 2000 Information and Readiness Disclosure Act" (Public Law 105-271).

Enclosure to L-99-137 Year 2000 Readiness Disclosure This year 2000 readiness disclosure is made for Turkey Point Units 3 and 4 under the "Year 2000 Information and Readiness Disclosure Act" (Public Law 105-271).

This disclosure addresses the Y2K readiness of the facility with regard to those systems within the scope of the license, NRC regulations, and other systems required for continued operation of the facility after January 1, 2000. A facility that is "Y2KReady" has followed a prescribed program to identify and resolve Y2K issues so the facility can operate reliably while meeting commitments.

Florida Power and Light Company has conducted a year 2000 readiness program similar to that outlined in Nuclear Utilit Year 2000 Readiness, NEI/NUSMG 97-07. The program applies to software, hardware and firmware whose failure due to a Y2K problem would prevent the performance of the safety function of a structure, system or component. Additionally, the program applies to any software, hardware, or firmware whose failure due to a Y2K problem would prevent continued operation of the nuclear facility well beyond December 31, 1999. The facility program also includes identifying and, where appropriate, remediating embedded systems. The program provided for risk management efforts and development of contingency plans for key rollover dates.

The Y2K readiness program has been completed through the detailed assessment, remediation, and testing phases for those systems required for operation of Turkey Point Units 3 and 4 except as noted below.

FPL is scheduled to complete the replacement of the Health Physics administrative computer system used for tracking and reporting radiation exposure and access control to radiation areas by July 15, 1999.

To the best of FPL's knowledge and belief, upon completion of this system, Turkey Point Units 3 and 4 willbe Y2K Ready. Further, contingency plans have been developed to mitigate the potential impact of Y2K-induced events at key rollover dates.
