(FPL) is requesting a waiver of the 520 hours0.00602 days <br />0.144 hours <br />8.597884e-4 weeks <br />1.9786e-4 months <br /> (13 weeks) required parallel watchstanding in the Control Room prior to license application submittal for Mr. William Conley.

Mr. William Conley (Docket Number 22392) is a license candidate currently enrolled in our initial license class that is scheduled for the NRC license examination starting on August 30, 1999. The class schedule ensures that the candidates meet the 520 hours0.00602 days <br />0.144 hours <br />8.597884e-4 weeks <br />1.9786e-4 months <br /> (13 weeks) required parallel watchstanding in the Control Room prior to license application submittal. However, Mr. Conley has had personal problems that resulted in his being under a physician's care. During this period, Mr. Conley continued to attend classroom and simulator training but he was temporarily denied access to the protected area.

As a result, Mr. Conley was not able to participate in approximately 200 hours0.00231 days <br />0.0556 hours <br />3.306878e-4 weeks <br />7.61e-5 months <br /> (5 weeks) of Control Room time. Some of this time will be made up prior to his license application submittal, but it is anticipated that he will be approximately 160 hours0.00185 days <br />0.0444 hours <br />2.645503e-4 weeks <br />6.088e-5 months <br /> short of the 520 hours0.00602 days <br />0.144 hours <br />8.597884e-4 weeks <br />1.9786e-4 months <br /> required.

FPL requests that Mr. Conley be allowed to take the NRC'icense examination as scheduled starting on August 30, 1999, and be allowed to complete the '520 hour0.00602 days <br />0.144 hours <br />8.597884e-4 weeks <br />1.9786e-4 months <br /> requirement after the examination but prior to his being issued a license. Mr. Conley has been a top performer and has shown that he has the ability to be a competent and safe operator. lt is desired to afford him the opportunity to examine with the current class. The next scheduled examination is not until late November of 2000.
