Enclosure I includes a summary of the changes made to the TQAR since June 1998. Enclosure II contains a "red-lined" version of the TQAR showing all changes that have been made since the last annual submittal. Enclosure III is the current TQAR including all revisions issued through Revision 70 dated June 18, 1999.

The FPL Nuclear Assurance Department has reviewed all changes and it has been concluded that these changes do not reduce the commitments in our program description, which have been previously accepted by the NRC. The enclosed information accurately presents changes made since the previous FPL annual TQAR submittal:

Enclosures IV, V, and Vl are provided for information as a result of recent changes to the St.

Lucie Unit 1 and Unit 2 Updated Final Safety Analysis Reports (UFSAR). The changes to the UFSARs are being made in accordance with approved license amendments No. 158 for St. Lucie Unit 1 and No. 97 (dated October 22, 1998) for St. Lucie Unit 2, and provide additional detail on

the TQAR plant procedure review process at St. Lucie. .

1. Table of Contents (Each Revision)

The Table of Contents has been updated at each revision of the TQAR to reflect the most recent revision of all documents within the TQAR.

2. Abstract (Rev. 4 to Rev. 5)

Administrative change to correct footer to show the document title first and revision number second. No changes to the procedure's text.

~ Nuclear Business Services software related functions were transferred to the Manager Nuclear Information Systems.

The following changes were made due to reorganization:

~ Configuration Management is a responsibility of Information Services at St. Lucie Plant and of Nuclear Business Systems at Turkey Point Plant.

~ Nuclear Security at St. Lucie Plant and Protection Services at Turkey Point Plant are responsible to coordinate with the opposite plant site for overall development and implementation of the FPL Nuclear Security program.

7. T R 1.0: ORGANIZATION Rev. 34 to Rev. 35 Title changes within the Information Management (IM) department.

Clarify the responsibility of the Records Official.

Added a new responsibility for the Manager, Nuclear Information Systems to approve hardware and operating system software changes under the control of Information Management.

Change to reflect that Protection Services is responsible for Nuclear Security at both plants.

11. T R 1.0: ORGANIZATION(Rev. 38 to Rev. 39)

Organizational changes were made to place procurement responsibilities under the control of the Nuclear Procurement 8c Logistics department.

12. T R 3.0: DESIGN CONTROL (Rev. 13 to Rev. 14)

The following changes were made due to reorganization:

~ The Director of Information Technology's (IT) Operations title was changed to Director Information Management Operations.

~ IT Operations was changed to Information Management Operations.

13. T R 3.0: DESIGN CONTROL (Rev. 14 to Rev. 15)

Removed the requirement to include the'Director, Information Management Operations on distribution for computer software indices.

Removed a responsibility for evaluating hardware and operating system software from the Director, Information Management Operations, and added a responsibility for the Director, Information Management Operations to notify the Manager, Nuclear Information Systems of such changes.

14. T R 4.0: PROCUREMENT DOCUMENT CONTROL (Rev. 9 to Rev. 10)

The responsibility for various procurement functions was changed from Plant Vice President to Manager, Nuclear Procurement 8c Logistics.

15. T R 5.0: INSTRUCTION PROCEDURES 8~, DRAWINGS (Rev. 12 to Rev. 13)

Added UFSAR to the list of requirements that must be met for systems to prepare, review, approve, and revise procedures, in order to address St. Lucie addition to the UFSAR, Chapter 17.2, which addresses a change to the plant's review and approval process for plant procedures.

16. T R 7.0: CONTROL OF PURCHASED ITEMS & SERVICES (Rev. 9 to Rev. 10)

Adds a requirement from 10 CFR 50 Appendix B, Criterion VII, that states documentary evidence to show procured items conform to procurement requirements shall be available on site prior to installation or use. A conditional release exception was also added to this requirement.

17. T R 16.0: CORRECTIVE ACTION (Rev. 10 to Rev. 11)

Incorporated Condition Reports into the TQAR section on corrective action. Clarified Nuclear Assurance responsibility for tracking, follow-up, and closure of findings.

Clarified the responsibility for recurrence control.

18. T R 16.0: CORRECTIVE ACTION (Rev. 11 to Rev. 12)

Acknowledges that the Vice President, Nuclear Engineering or his designee determines the level of Corrective Action associated with Condition Reports in Juno Beach.

19. T R 16.0: CORRECTIVE ACTION (Rev. 12 to Rev. 13)

Revision 12 inadvertently left out previously approved'changes. These changes have been added back as they were approved in Revision 11.

20. T R 17.0: UALITYASSURANCE RECORDS (Rev. 5 to Rev. 6)

Clarify the wording and use terminology consistent with TQAR Appendix C.

Clarify responsibilities relative to the Quality Assurance Records Storage and Evaluation Team (QARSET).

The following changes were made due to reorganization:

~ The position of Manager Nuclear Information Management was created. The position of the Manager of Passport Services and Manager Computer Services reporting to the Director Nuclear Business Services were eliminated and these functions were relocated to Manager Nuclear Information Management.

~ The position of Manager of Nuclear Licensing and Special Programs was eliminated and the position of Manager Administrative Support & Special Programs was added.

~ Title changes under the Vice President Information Management.

~ The position of Services Manager was eliminated. The Training Manager and Protection Services Manager became direct reports to the Vice President Turkey Point.

~ The Plant Change Control Supervisor became a report to the Business Systems Manager, and Land Utilization &, Facilities Supervisor became a report to the Projects Supervisor.

~ The position of Health Physics/Chemistry Technical Supervisor was eliminated and the Health Physics Technical Group now reports to the Health Physics/Chemistry Supervisor.

Clarified that the Quality Assurance Records Storage Evaluation Team (QARSET) must perform an evaluation prior to alteration of an existing records storage facility.

Removed the description on training and education requirements under ANSI N18.1-1971 for St. Lucie Unit 2, and referred to FPL Plant Technical Specifications for those commitments.
