PlWSICAL SECURITY PLAN CHANGE I in accordance with 10CFR 50.54 (p) (1) and 10 CFR 50.90, Florida Power and Light Company (FPL) requests to amend the Turkey Point Physical Security Plan (PSP) to modify the requirement to post security officers to provide coratinuous observation of the entire Protected Area (PA) perimeter in the event of a security computer failure in addition, FPL is requesting a PSP change that will allow f:r the Security Force staffing level to go below the minimum number required, due to injury, illness, or family emergencies, etc, for a period of up to three (3) hours.

FPL has determincd that the proposed plan changes do not involve a significant hazards consideration pursuant to 10 CFR 50.92. A description of the change request is provided in Attachment 1. The no significant hazards detennination in support of the proposed plan changes are provided in Attachment 2. Attachment 3 provides the proposed revised PSP pages.

In accordance with 10 CFR 50.91 (b) (1), a copy of this proposed license amendment is being forwarded to the State Designee for the St:te of Florida. l j

'lle proposed PSP plan changes have been reviewed by the Turkey Point Plant Nuclear Safety Committee and the FPL Company Nuclear Review Board, and will be implemented i hin t 60 days of receipt of NRC approval.
