Dear Mrs. Conner:

Thank you for your letter of March 25, 1964, with which you attached clippings from local newspapers concerning Sonous County and the Bodega Bay area.

The technical evaluation of the applicatica submitted by the Pacific Gas & Electric Ceayany for a permit to construct a reactor at Bodega Bay has not yet been completed by the Atomic Energy Casesission staff. This eyelustion will include a care-fut analysis of the geological and seismological aspects of the area. In addition, the application is being studied by i the Commission's Advisory r-ittee en Rosetor Safeguards.

That Committee was established by Congress to advise the P - is-sion on matters of this kind. It is made up of scientists and engineers who are aminently qualified in the scientific disci- j plines relating to reactor safety.  !

I After the staff evaluation is completed, a pssblic hearing will be held before an Atomic Safety and Licensing Board and the record of that hearing is subject to review by my fellow Commissioners and us. So'finsi decision in this matter will be reached by the Commission until all of these procedures have been completed. I can assure you that no construction permit will be issued until the Atomic Energy Commission is convinced that the reactor can be operated safely. A dets has not yet been set for the public hearing, however, I have instructed that a copy of the public announcement which will be issued by the Commission concerning such a hearing be sent to you.
