Dear ng:

[

, I have received your July 19,1988 letter enclosing a series of prior ,

correspondence witn the Nuclear Regulatory Cossnission concerning conditions at the Quad Cities and Dresder. Stations and NRC regulation 10CFR50.54(x)and(y). Unfortunatsly the hRC has no record of receiving your April 29, 1988 letter, and July 7,1988 letter enclosing ,

two reports on the accident at Three Mile Island. I have. therefore, asked the NRC staff to consider the infarmation contained in those letters.

i i

The remaining letters in the pac!: age you sent me have been addressed by the hRC. The staff responded to your January 29 and February 24, 1988 .

letters on March 31, 1968. On July 5, you were infonned that the staff

  • i had detemined that 18, 1988 letter, which requested NRC to ,

cancel 10 CFR 50.54(your Aprilx) and (y), qua'ified as a petition for rulemaking. l

! as informed that your petition will be published in the Federg Resister  !

for public cceent in early August. Af ter the 60 day comunent period expires and the staff has completed its review uf your petition and any cossments received, we will idvise you of our decision en your proposal.

I regret any tr,convenierce that the apperent misdirection of your two letters may have caused, but I believe that the issues you have raised will be given wide dissemination in the Federal Register and careful consideration by the NRC staff.

Sincerely, A

Lando W. Zhh, Jr.
