fAEE00M OF INFORMATION June 30,1987 ACT RE0 VEST PorA ye Freedom of Information Officer h /g/ 7Q.f 3/

U.S. Nuclear Regulatory Cc,mmission Washington, D.C. 20555 FREEDOM OF INFORMA'IION REQUEST Daar Sir or Madam:

This is a request for information under the provisions of the Freedom of Information Act as amended (5 U.S.C. 552).

I request a complete and thorough search of all filing systems for all records or documents maintained by your agency concerning the SAFETEAM programs being used at several nuclear power plants .

SAFETEAM was developed in early 1983 at Detroit Edison's Fermi 2 nuclear plant to provide a forum for construction workers to express concerns about the quality of construction. Since then, the SAFETEAM program has been marketed to other nuclear at'litiee by an Edison subsidiary. This subsidiary was -iginally named Utility 'lechnical Services , Inc. , but was renamed Synduo, Ir.c.

Besides Fermi 2, I know the program has been implemented at the Clinton plant owned by Illinois Power Co. ; Salem-2, owned by the Public Service El. set.ic & Gas Co.; the South Texas Project, owned by Houston Lighting &

Power Co. ; cnd Comanche Peak, owned by the Texas Electric Utilities Co.

It also might be used by P:blic Service Electric & Gas Company's Hope Creek-1 plant, s

I regnest copies of all documenta concerning the SAFETEAM program at the listed pla.ts. These documents include, but are not limited to, inspection reports, notices of violation, correspondence with Detroit Edison or its subsidiaries about SAFETFAM, and internal NRC documents concerning SAFETEAM.

I am making this reques t in my capacity as a reporter for WTOL-TV. I hope to use the ruquested information for a news story.

If documents are denied in part or in whole, please specify which exemption (s) is (are) claimed for each passage or whole document denied.

Please provide a complev itemized inventory and a detailed factual justificktion of total or partial denial of documents. Specify the number of pages in each document and the total number of pages pertaining to this request.

I l If there are any fees for searching for, or copying, the records I have requested, please supply the records wi th ou t informing me if the fees do not exceed $50.00.
