Freedom of Information Act Request Dear Sir Pursuant to the federal Freedom of Information Act, as amended, 5 U.S.C.
S 552, Public Citizen's Critical Mass Energy Project hereby requests copies of any and all records that provide (1) Information on worker training programs at all commercial nuclear power reactors, including security personnel training programs, which have been certified by the Institute for Nuclear Power Operations (INPO) as meeting all its criteria for satisfactory worker training programs.
Also requested are records on the status of worker training programs, including security personnel training programs, at all commercial reactors which have not been certified in one or more of the ten areas being certified by INPO.
(2) Information on any reviews, evaluations, or analyses of the INPO program conducted to date or to be conducted by the NRC, INPO, NRC contractors, or any other party.
(3) Information describing any reservations, shortcomings, or other problems encountered by either INF0, the affected utilities, i
other agencies, or the NRC in the development, implementation or l
evaluation of this program.
This would ine:lude, but is not limited to, any documents which note slippage in INPO's or NRC's timetables for this program, any documents which comment on the sufficiency of information provided by INPO to the NRC about this program, or any documents which comment on the quality of the program, the effectiveness of the training, and/or any other criteria NRC or INPO have used.
(4) Any other correspondence between the NRC and INPO and/or NUMARC regarding the development, implementation, or evaluation of this program.
This request pertains to all records in the possession of the U.S. Nuclear Regulatory Commission, its contractors or licensees.

reports, studies, reviews, letters, computer memories and printouts, audio and video tapes, movies and other forms of communication, in the possession of any individual or office in the U.S. Nuclear Regulatory Commission, whether generated by the U.S.
Nuclear Regulatory Commission, its contractors, or any other source.
Public Citizen's Critical Mass Energy Project is a nationally known non-profit public interest organization foundsd in 1974.
We will use these documents in a study we are presently researching and plan to issue on the adequacy of training programs presently in place for nuclear power plant workers.
We plan to broadly disseminate the information contained therein to the press and the general public.
Our past publications have attracted attention in the local, national and trade media.
Thousands of copies of the reports have been sold or distributed to members of the public, industry, and citizen groups.
Since furnishing these documents "will significantly contribute to public understanding of government opinions or activities" we request a complete waiver of any processing or duplicating costs you might incur in providing these records to us.
If you rule otherwise, please notify us before filling the request.
Nothing in this request should be considered a request for the private records of any specific individual.
Hence, no provisions of the Privacy Act should be deemed applicable.
If all or any parts of this request are denied, please cite the specific exemptions on which you rely in refusing to release the documents.
l Further, since the Freedom of Information Act provides that the remainder of a file must be released if only portions are exempt from disclosure, we request that we be provided with all non-exempt portions which are reasonably segregable.
Of course, we reserve our right to appeal the withholding or deletion of any information.

Dear Mr. Pate:
I have received your October 16, 1985 letter and am pleased that you have taken action to make the final accreditation team reports as well as the plant evalu-ation reports, available for review by NRC personnel.
This is clearly a move in the right direction if the NRC is to be able to step back while industry attempts to correct its clearly identified problems in the areas of training, fitness for duty and maintenance.
However, as we recently discussed, there are several areas where additional access to the details that establish the basis for INPO findings and conclusions is necessary.
With the foregoing in mind, enclosed is a copy of a. letter Vic Stello recently sent to C. O. Woody regarding maintenance indicators.
It appears that our original agreements in the maintenance area have fallen by the wayside. Also, as related to the Training Coordination Plan, Attachment 2, "Accreditation of Training Programs, the basis for my approval was the understanding that Jim Sniezek and Bill Russell reached with Joe Colvin.and Terry Sullivan.
It was agreed that the NRC would be able to select for review the INPO documents specified in Section 3.c.
The current positions being taken by INP0 in these areas need to be rectified promptly.
Please let me know soon when you will a prepared to work with us to establish a tenable arrangement for access to the details that establish the basis for INP0's findings and conclusions in these areas.
Regarding your assertion that the staff has not conscientiously implemented the Coordination Plan for training related activities, I have asked the responsible NRC Program Office Director, Harold Denton, to personally look into this matter and meet with you to discuss the issue, b

Dear Mr. Woody:
This is to confinn our discussion of October 21 regarding NRC access to plant-specific maintenance indicators. As I understand your position on this matter, the NRC will periodically be provided with generic infonnation which indicates the status of industry progress in the maintenance area.
In addition, the NRC will be allowed access to plant (by name) specific maintenance indicator data -
at INPO, but the data will remain with INPO.
Your position corresponds with my understanding of this matter and was the basis for our initial agreement in the maintenance area.
I subsequently discussed this matter with Pat Beard, and.although he appeared to agree with our understanding, in followup discussions he indicated that NRC could not have access to plant-specific data by name.
It appears that our original agreement has/no lasting meaning and this has placed the NRC in an unacceptable position.
Accordingly, I have asked Bill Dircks to take this matter up directly with Zack Pate.
I appreciate your efforts in this area.
