Section 147 of the Atomic Energy Act which prohibits the disclosure of Unclassif ed Safeguards 6nformanon (42 U.S C. 21671.

4. The wthheld informanon is a trade secret or commercial or financial information that is bemg withheld for the reasords) indicated; (EXEMPTION 4)

The information is considered to be confidential business (proprietary) informaton, The information is considered to be proprietary information pursuant to 10 CFR 2.790(dH11.

The information was submitted and received in confidence from a foreign source pursuant to 10 CFR 2.790(dH2).

5. The withheld information consses of interagency or inuaagency records that are not awadable through discovery during htiganon. Disclosure of predecisional information would tend to inhibst the open and frank exchange of ideas essential to the dehberanse process. Where records are wthheld in ther entrety, the facts are mextricably intertwined wth the credecisional informaton. There also are no reasonably segregable factual portions because the release of the facts would permit en induect inquvy mto the predecisional process of the agency. (EXEMPTION 51

Dear Mr. Grimsley,

Citizen Action for a Safe Environment (CASE) in Williamsburg, Virginiaj requests, under the Freedom of Information Act, that you send us any reports or documents of any kind that the NRC has prepared or received from any party, including Virginia Power, on the December 9th accident at the Surry '

Nuclear Power Plant. This would include any information on the thinness of the pipes at the plant or on the welds. Secondly, we would like any reports concerning the NRC investigation on allegations regarding the falsification of welders' certification papers or on the condition of the welds. These allegations were made to Bruno Uryc of region 2 of the NRC on July 3, 1985.

We believe the subject number may be R 11-85-A-Oll2 We are a non-profit, public interest organization, and so request that l any copying or researching fees be waived. We would appreciate hearing from you as soon as possible or within 10 business days, as is stated by law.
