I have received your letter of August 12, 1988, concerning the Nuclear Regulatory Commission (NRC) staff's March 31, 1988 m response to-questions you had raised about conditions at the t

'"Dresden and Ovad ' Cities plants, and your proposal to station a Se'nior O'perator in the control room of all nuclear plants to oversee plant operations.

I would Itke to comment briefly on each of these matters.

With regard to plant staff workino in the containments when the plants are at power, the Technical Specifications for both Dresden and Quad Cities require that the containments be inerted with nitrogen no later than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after startup and deinerted no earlier than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> before shutdown.

During the period that the containments may be deinerted after startup and before shutdown.

plant staff can enter the containments to conduct inspection or perform surveillance under the constraints summarized in Mr. Greenman's letter of March 31, 1988.

It is the NRC staff's judgment that there is no inconsistency between the circumstances under which the plant containments can be vntered by plant staff and the reautrements of the Technict1 Specifications.

As you know, your concern about a Cnmmonwealth Edison Policy that might authorize turning off safety systems in an ec6rgency has been treated as a petition for rulemaking.

The staff will con-sider your letter of August 12, 1988, the stedies of the Three Mile Island accident provided with your July I, 1988 letter, and any public comments received in its review of your petition.

4 Stationing a Senior Operator in charge of operations in nuclear plant control rooms is addrested in 10 CFR Parts 50.54(1).

50.54(m)(2)(ii), and 50.54(m)(2)(iii) of our regulationi,.
