I am responding to your December 18, 1987 letter to the Secretary of the l

Comission in which you expressed concern over the recently announced i

reorganizationofHRCstaffingatThreeMileIsland(TMI) Unit 2.

Let me assure you that the NRC plans to continue appropriate regulatory oversight of the cleanup activities at THI-2.

Since the March 28, 1979 accident at THI-2, the Commission has placed a high priority on ensuring that the cleanup l

of the facility is carried out safely and expeditiously. NRC staff members located et the TMI-2 site, at Headquarters, and in our Region I office have provided coordinated and thorough regulatory oversight of the cleanup activities. As the cleanup has progressed and the potential health and-safety risks have been reduced, the number of HRC personnel assigned exclu-sively to THI-2 has been gradually reduced.

The current reorganization, l

which will further reduce but not eliminate NRC's onsite staffing at TMI, is a continuation of this deliberate process.

It is being carried out in recognition of both the current status of the cleanup and the agency's need i

to use its limited resources efficiently.

The planned reorganization recognized NRC's assessment that the licensee has been carrying out cleanup operations safely and has generally been in conform-ance with applicable NRC regulatory requirements.

The licensee's management has been conducting the cleanup in a technically competent manner with a conservative approach to ensuring safety.

As a measure of this, offsite radiological releases throughout the cleanup have been maintained well below NRC limits. The licensee's radiological control organization, which has been faced with complex post-accident and radiological hazards, has also been successful in limiting the radiation dose received by cleanup workers.

We are confident that NRC personnel stationed at the TMI site, at the Region I office, and at NRC Headquarters will continue to provide effective regulatory oversight of the cleanup activities.
