This refers to your letter dated October 26, 1987, in response to our letter
dated September 24, 1987.
Thank you for informing us of the corrective and preventive actions documented
in your letter. These actions will be examined during a future inspection of
your licensed program.
We have considered your request for changing the violation to Severi+y Level V
based on your position that the motors would not be adversely. affected by the
observed elevated voltages. However, 10 CFR 2, Appendix C also states that
Severity Level IV violations can be issued for conditions that, if uncorrected,
can lead to more serious concerns. Although the test voltage data did not
ltimately result in voiding the tests, the issue of concern lies in the
Gilure of test and quality control overview personnel to recognize out of
specification test values on multiple occasions. Accordingly, the violation
remains a Severity Level IV.
