The inspector reviewed the periodic testing of the diesel generators required by Technical Specification 4.4B. The records and procedures of several major maintenance activities scheduled during the refueling outage were reviewed. These included QC inspection procedures:

(Closed) Bulletin 80-05 The inspector reviewed the licensee's response to the bulletin and determined that design conditions exist to prevent vacuum damage to tanks. Two tanks, the radioactive chemical drain tank and the decontamination drain tank, have valves in their vent lines administratively controlled.LOCKED OPEN. In addition to the LOCKED OPEN vent line valves, these tanks are protected by other lines connected to them that could prevent vacuum conditions from causing damage in case the LOCKED OPEN vent valves were close b. (Closed) Bulletin 80-09 The licensee has determined that this bulletin is not.applicable to San Onofre Unit c. (Open) Bulletin 80-12 The licensee addressed all concerns of the bulletin in their response. The item remains open pending verification of changes to procedures as committed to in their respons. Followup on Previously Identified Item (Open) (Item 79-17-06) - Commitment by licensee to clarify inoperable rod definition and criteria for shutdown applicable to Technical Specification 3.5. The inspector reviewed the revised Operating Instruction S-3-5.12

"Control Rod System Malfunctions", Revision 10. The procedure clearly defines inoperable rod, but there are conflicting requirements in two sections as to when to shutdown with inoperable rods.
