to SCE's September 26, 1979 letter, October 3, 1979 Reference (1) forwarded to us IE Bulletin 79-06C.

This bulletin required thdt an additional licensed -operator be provided in the control room at all times during operation to im:7ediately trip the reactor coolant pumps (RECs) upon reactor trip and initiation of high pressure injection caused by low reactor coolant system pressure and to perform other inediate and followup attions required during such an occurrence.

Reference (2) stated owr commitment to provide the two licensed operators requested.

That letter also indicated our intention to proceed with a design change which would assure automatic tripping of-the reactor coolant pumps upon initiation of.safety injection.

Reference (3) notified you that the design change to trip the reactor ccolent pumps had been cumpleted, except for final electrical conec~t on and requested that we be allowed to remove the second licensed operator frum the control room,

D. M. Crutchfield, Chief April 17, 1981 Reference (4), your response to Reference (3),

stated that we should not complete the final electrical connection until the NRR staff has completed its review. Also, the second licensed operator Is to remain in the control room until the review is completed and the electrical connection mfade.

The purpose of this letter is to request that the NRR staff complete their review so that the electrical connection can be made during this outage and that, upon return to power from this outage, the second licensed operator will not be required in the control room.

This will allow us to return our operating staff to an 8-hour shift, instead of the 12-hour shift necessitated by the two licensed operator requirement.

Your prompt attention to this matter would be greatly appreciated.
