Dear Mr. Dietch:

On January 2,1980, you were issued an Order to Show Cause why you should not by January 31, 1980, implement all " Category A" Lessons Learned Requirements or shut down San Onofre unless a shutdown would severly impact the power reliability in the Pacific Northwest.

In response to the Order you requested, on the basis of power reliability, an extension tc March 15, 1980, for itens requiring a shutdown and for which equipment is available.

You also requested an extension to complete certain modifications to the containment isolation systen (2.1.4 of NUREG-0578) based on equipment availability problems.

On the basis of our discussions with DOE, we cannot conclude, on the basis of power reliability, that there is adequate justification to extend the January 31, 1980 date to March 15, 1980.

You were t,,' raised of our position and agreed to shut down San Onofre prior to January 31, 1980 to complete those itens for which equipment is available.

Although your modifications to be completed during the January 1980 outage will preclude, containment isolation valve reopening upon reset of the con-tainment isolation signal, subsequent reopening of the valves will not be on an individual valve basis. You have stated that equipment recessary to accomplish this may include new electrical contairrnent penetrations and will be detennined by an engineering review to be completed by March 17'.1980.

In your letter of January 29, 1980, you stated that until these modifications for the containment isolation valves are complete you will modify the San Onofre procedures to require that the Plant Manager or his designee (if significant efforts fail to contact the Plant Manager) must authorize the reopening of containment isolation valves.
