3. Maintenance Program The licensee does not have a comprehensive program relating to maintenance activities. The licensee does, however, have a project underway to rewrite existing procedures and write new ones, as necessary, to implement a maintenance program. NUS corporation is under contract to write the procedure The inspector discussed the program plans with an NUS representative and determined it contains the objectives and key ingredients discussed in ANSI N18.7-1976. Since the program is still in the early stages of development and implementation, further inspection will be required at a later dat (80-27-01)

4. Organization and Administration (Onsite)

There have been no changes to the onsite organization as required by the Technical Specifications since the previous inspectio. Training (Non-licensed and General) and Requalification Training The inspector reviewed portions of the licensee's personnel training programs. Records show that licensed operator.training/requalification training meets the requirements of the Technical Specifications (which commits to Section 5.5 of ANSI N18.1-1971 and Appendix A of 10 CFR 55).

The licensee has also written a revised operator requalification program in response to Mr. H. Denton's letter of March 28, 1980. The licensee is planning extensive changes in the overall training program, which includes the establishment of a corporate-office level position of Training Manager (already assigned). Additional inspection will be performed as the training program develops (80-27-02). Further development of training requirements by the NRC will also need to be incorporated into the licensee's program which will also be followed in future inspection. IE Bulletin/Circular/Information Notice Follow-u a. (Closed) Bulletin 79-03A The licensee reported that the specific material mentioned in the bulletin is not used in the manner described therein. No further action require b. (Closed)Bulletin 80-15 The licensee's response adequately responds to the bulletin. The inspector verified that the applicable station procedure has been modified as described in the licensee's respons c. (Closed)Bulletin 80-19 The licensee reported that the subject of the bulletin (mercury wetted matrix relays) are not used in the plants reactor protective syste No further action require Circulars-General Due to the increased workload.on the engineering department at the station during the present extended outage for steam generator repairs, the licensee has not been able to perform their normal review of circulars. The licensee has stated their intention of performing the required reviews as soon as possibl e. Information Notice 80-10 The licensee determined that SONGS-1 does not utilize Bailey Control Company Voltage Buffer Card No further action required. This information is reported per the request from N. Moseley to regional directors dated March 7, 198. Exit Interview The inspector met with the licensee representatives denoted in paragraph 1 on September 19, 1980 to discuss the findings of this inspection. The inspector noted the need to followup on changes in the licensee's maintenance and training programs.
