- Denotes those persons who attended the exit interview. Also present at the exit interview were the NRC resident inspectors, R. Pate and L. Mille. Surveillance of.Pipe Support and Restraint Systems The inspector noted there have been no changes to the program since the last NRC inspectio Maintenance Procedure S-I-2.8, Shock and Sway Arrestor Inspection,Section VI, Paragraph A.4, states "Documentation of this inspection shall consist of completion of Attachment 2. All deficiencies found and corrective action performed will be recorded. Snubbers found to be inoperable will be listed in the remarks section and documented by NCR."
The inspector reviewed the most recent inspection results and noted that Attachment 2 is unclear as to where "deficiencies found and corrective action performed" is to be recorded. This resulted in not recording actions such as refilling the reservoirs on several hydraulic snubbers because it was considered minor and the procedure includes instructions for refilling as necessar The maintenance procedure, also, was unclear as to the acceptance criteria for visual inspection, instructions for functionally testing in the as-found condition, and when an increased inspection frequency is require At the exit interview, the licensee committed to revising Maintenance Procedure S-I-2.8 to clarify acceptance criteria for visual inspection, what is required to be documented and where, under what conditions will snubbers be functionally tested in the as-found condition, and to define when an increased inspection frequency is require These changes will be reviewed at a later tim (80-18-01)
When the snubber inspection results from the last refueling outage were requested for comparison with the most recent inspection, the records from the last refueling could not be immediately locate A copy of those records was received in the Region V office on June 6 and the inspector noted the same item of not recording all actions taken such as adding hydraulic fluid. IE Bulletin/Circular Followup a. (Open)Bulletin 80-04 The inspector reviewed the current status of the licensee's response. To date, the licensee has not completed any of the required actions. However, the licensee is responding based on earlier requests from NRR and reports that additional time is required to complete the analyses requested in the bulleti Completion of all actions requested in IE B-80-04 is expected by October 1, 198 b. (Closed) Circular 80-01 The licensee has determined that this circular is not applicable to San Onofre Unit. Fire Protection Modifications Amendment No. 44 to Provisional Operating License No. DPR-13 consists of changes to the Appendix A Technical Specifications for fire protection systems. The amendment, in part, requires certain fire protection modifications be completed by the end of the Core 8 refueling (Spring 1980).
The inspector reviewed the status of the fire protection modifications and determined that although the construction work has nearly been completed, the work packages have not been completed. The work packages still required, for example, final testing and/or review/inspection for completion by the SCE QA departmen The licensee has provided the NRC inspector with a cross-reference list (Amendment 44 Safety Evaluation Report requirements vs the SCE Work Package numbers) so the inspector can complete the review at a later inspection prior to start-u (80-18-02)
5. Exit Interview The inspector met with the licensee representatives denoted in paragraph 1 on May 22, 1980 to discuss the findings of this inspectio As reported in Paragraph 2, the licensee has committed to revise Maintenance Procedure S-I-2.8. The inspector noted that the completion of the fire protection modifications required by license ammendment No. 44 would be verified at a later inspection, prior to startup from the present refueling outage (see paragraph 4).
