SUBJECT:

BOARD NOTIFICATION 82-12 NRR DRAFT SSER ON ACRS CONCERNS REGARDING SYSTEM 80 FEED AND BLEED CAPABILITY The NRR staff has performed an evaluation in response to the ACRS concerns regarding the lack of a rapid direct depressurization capability in the System 80 design. This new information relates to all CE facilities without this capability such as San Onofre 2 and 3.

Since the staff evaluation was completed orior to the Ginna incident, and since other preliminary information concerning the System 80 design has been recently generated within the NRC staff, this Supplemental Safety Evaluation Report (Enclosure 1) is a draft, and does not complete our review in this area. The staff review of Feed and Bleed capability in the System 80 design will be finalized at a later date.

The enclosures to this letter represent the present status of the NRC staff's review of this issue.

We have concluded that the operation of San Onofre Units 2 and 3 at low power for startup testing is acceptable.

You will note that we are requesting information from Combustion Engineering as input to this review. Therefore, our conclusions on the subject of the System 80's feed and bleed capability may not be resolved for some time.

The staff will inform the Boards of any new information and of our conclusion regarding full power operation.
