Reference 2 provided you with a response to particular questions with regard to the status of the Emergency Operations Facility (EOF).

The purpose of this correspondence is to advise you of the current status of the Emergency Response Facilities for San Onofre Unit 1. The following information is offered:

o Onsite Operations Support Center, Unit 1 (OOSC-1)

The Onsite Operations Support Center is located in the Control and Administration Building Conference Room and provides protection of personnel under postulated accident conditions with no airborne releases. The OOSC-1 has communication capability with the control room and also has access to station documents and records available to the onsite technical support center. The OOSC-1 is currently operable and was previously described in Reference 1.

Technical Support Center, Unit 1 (TSC-1)

The Technical Support Center is located adjacent to the San Onofre Unit 1 control room and was operable as of October 1, 1982. The description of the TSC was provided as Enclosure A to Reference 1.

The TSC includes a Critical Function Monitoring System (CFMS), which was also described in Enclosure A to Reference 1. The CFMS will be operable prior to return to power from the current outage.

The CFMS was installed in response to NUREG-0578, Item 2.2.2.b - Onsite Technical Support Center.

o Emergency Operations Facility (EOF)

The Emergency Operations Facility for San Onofre was described in the report enclosed with Reference 3. The report is written to describe the San Onofre Units 2 and 3 Emergency Response Facilities, but the facility description of the EOF is applicable to San Onofre Unit 1. The communication with the EOF is as described in the report, but the Unit 1 CFMS, which is not yet operable as discussed above, has the capability to print out only. The remaining features of the EOF are applicable to all three units and includes San Onofre Unit 1.

The red telephone (NRC Emergency Notification System) and the green telephone (NRC Health Physics Network) are installed and operable as committed in the control room and the TSC.

However, the red and green telephones will not be installed and operable in the EOF until the end of January, 1983.

We informed you in Reference 2 that the EOF was declared operational on October 1, 1982 and it was ready to be manned on that date.

However, this operational readiness was not announced to members of the Emergency Support Organization until October 15, 1982.
