Southern California Edison Company P.O. BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD, CALIFORNIA 91770 September 12, 1980 Director of Nuclear Reactor Regulation Attention:

D. M. Crutchfield, Chief Operating Reactors Branch #5 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Gentlemen:

Subject:

Docket No. 50-206 Deferral of License Amendment Application San Onofre Nuclear Generating Station Unit 1 By letter dated July 2, 1980, the Division of Licensing requested that we submit a license amendment application to incor porate applicable technical specifications related to implementation of the TMI-2 Lessons Learned Category "A" items. Guidance was provided in the form of model technical specifications. To comply with the requirement for submission within 60 days following receipt of the letter, our action would have to be completed by September 12, 1980.

Such action would involve adaption of the model technical specifications to the format and content of the existing technical specifications.

The purpose of this letter is to inform you that the actions required by your July 2, 1980 letter cannot be accomplished by September 12, 1980. Additional time is necessary to assemble and evaluate the required information, to prepare plant specific technical specifications, and to permit internal review and approval by our review committees as required by the Technical Specifications.

Accordingly, we expect that the required license amendment application can be submitted by January 16, 1981.

If you have any questions or desire additional information concerning the above schedule, please contact me.

Very truly yours, K. P. Baskin Manager of Nuclear Engineering, Safety and Licensing
