Docket No. 50-206 Steam Generator Inspection Report San Onofre Nuclear Generating Station Unit 1 On February 26, 1982, San Onofre Unit 1 was shut down to perform an inspection of the steam generators in accordance with the operating license.

The inspection focused on (1) sleeved tubes over their sleeved lengths, (2) non-sleeved tubes on the inlet side on the region at or near the top of the tubesheet, and (3) general surveillance of tube bundles and special surveillance of anti-vibration bar area wear, progression of denting and other previously detected tube degradation. In addition to these inspections, we preformed a secondary side foreign materials and loose parts inspection.

1A tme-paoP During meetings with representatives of the Regulatory staff on April 13, May 12 and September 9, 1982, we provided information related to the shLJ b-A program description, findings, corrective actions and conclusions for each of the inspections discussed above. The information is contained in the report 155 L 6entitled, "Steam Geneator Inspection Program, Return to Power Report, San

I (Non-Proprietary)," ten copies of which accompany this letter. Also contained H in the enclosed report is the additional information which was provided during M P the aforementioned May 12, 1982 meeting in response to your letter dated isk l March 11, 1982 related to the.steam generator sleeving repair program.

Since some of this information was previously considered proprietary to Westinghouse, it has been omitted from the enclosed report and is contained in the report entitled, "Proprietary Supplement to Steam Generator Inspection Program, Return to Power Report, San Onofre Nuclear Generating Station, VS Unit 1, September, 1982," ten copies of which also accompany this letter.

Pursuant to 10 CFR 2.790(b)(1), it is requested that this report be withheld from public disclosure since disclosure would adversely affect the competitive ad^* position of the Westinghouse Electric Corporation. The basis on which the

September 21, 1982 As discussed with representatives of the Regulatory staff at the aforementioned September 9, 1982 meeting, all corrective actions described in the enclosed reports have been completed.

Section V of the enclosed "Steam Generator Inspection Program, Return to Power Report (Non-Proprietary)"

provides a summary of the inspection results and conclusions relative to these results, indentifies the return to power conditions, and identifies the future inspections which will be performed subsequent to resumption of power operation from the current outage. As required by our operating license, it is respectfully requested that you promptly complete your review of the enclosed reports and approve resumption of power operation as it relates to the inspection of the steam generators.
