Docket No. 50-206 San Onofre Nuclear Generating Station Unit 1 On January 2, 1980 you issued an Order to Show Cause (OSC) directed to the above-referenced facility. The purpose of the OSC is to require timely implementation of the TMI Lessons Learned Short Term Requirements ("Category A actions").

The nominal date for shutdown of the facility for purposes of implementing the Category A actions appears to be January 31, 1980 unless the equipment neces sary to implement the Category A actions is unavailable or, in this particular case, there is documentation by the Western Systems Coordinating Council that a January 31, 1980 shutdown of Unit No. 1 would severely impact power reliability to the Pacific Northwest.

Pursuant to 10 CFR §2.202, Southern California Edison Company has submitted its Answer to the OSC. Contained in that answer, among other items, is what we believe is an adequate showing that a January 31, 1980 shutdown would severely impact power reliability in the Pacific Northwest.

We are unsure as to the precise meaning of the OSC with respect to whether having submitted the allowed showing we may or may not continue to operate Unit No. 1 after January 31, 1980. We believe that the showing made in the answer to the Order to Show Cause coupled with the loads and resource data submitted to the Department of Energy and Nuclear Regulatory Commission by letter of January 14, 1980 constitutes a more than adequate showing of potential adverse impact on reliability.
