l Subject: NRC Inspection - Irradiated Reactor Fuel Shipments This letter refers to the inspection of 13 shipments of spent reactor fuel from San Onofre Nuclear Generating Station to Morris, Illinois as

approved by letter, dated November 30, 1979, from the Chief, Physical
Security Licensing Branch, Division of Safeguards NMSS, NRC.
The inspection included examination of activities related to the phy-c sical protection of irradiated reactor fuel in transit in accordance i
with applicable requirements of Title 10, Code of Federal Regulations, Part 73, " Physical Protection of Plants and Materials" and the cor-respondence on the specific route approval. The results of the inspec-tion for a portion of the total shipments is described in the enclosed
inspection report. The inspection consisted of selective examination of
!
procedures and records, interviews with licensee and contractor person-nel, and observations by the inspectors.

Within the scope of the inspection, no items of noncompliance were
!
observed.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, documentation of the
'
findings of your safeguards and security measures are exempt from public
disclosure; therefore, the enclosed inspection report will not be l
placed in the Public Document Room.
