Docket No. 50-206 TMI Short Term Lessons Learned Requirements San Onofre Nuclear Generating Station Unit 1 This letter confirms telephone discussions with members of your staff on January 24 and 25, 1980 in which we indicated our intention to:

1.

Shutdown San Onofre Unit 1 on January 26, 1980 for implementation of the Category A NRC TMI Short Term Lessons Learned requirements as described in our letters of October 17, 1979, November 21, 1979, December 14, 1979 and January 17, 1980, and

2.

implement, prior to return to operation, ad ministrative procedures to require authorization of the Plant Manager or his designee (if signif icant efforts fail to contact the Plant Manager) prior to any reopening of automatically activated containment isolation valves following contain ment isolation signal reset.

It is our understanding that implementation of ad ministrative controls described in 2, above, represents accept able compliance with the NRC Staff requirement for individual

January 29, 1980 valve operability following containment isolation signal reset (which is related to Lessons Learned Section 2.1.4, Contain ment Isolation, and has been discussed with representatives of the NRC Staff since December 1979) until such time as permanent plant modifications can be implemented.

The com pletion schedule for permanent modifications will be submitted to the NRC Staff following completion of preliminary engineering which is now estimated to be March 17, 1980 as noted in our January 20, 1980 Answer to Order to Show Cause.
