As part of the low level waste inspection conducted during December 15-18, 1980 trailer number 7433006 and associated shipping records were inspected on December 15, 1980 and are detailed in this report. No packages were opene A representative from the Department of Transportation was not present during this inspection. James A. Ferguson from the State of Washington, Department of Social and Health Services was present during this inspectio Results: One apparent item of noncompliance with NRC/DOT regulations was observe See paragraph 3 of the enclosed report. Radiation surveys were performed with a Xetex model 305B, serial number 8421, due for recalibration February 10, 1981. Contamination surveys of unloaded trailers and checks for removable radioactive contamination were performed with an Eberline E-520 and HP-260 pancake probe, serial number 7907, due for recalibration February 12, 198 Insoection Licensee - Shipper:

Shippers No. 80-77 This trailer transported 168 drums of LSA radioactive waste, a partial description of which is provided as Attachment A. This was an exclusive use shipmen. Radiation surveys of the trailer indicated a maximum dose rate of 4 mr/hr at the surface of the trailer and 5.8 mr/hr at two meters from the sides of the trailer. The dose rate in the cab was measured to be 0.3 mr/h. Title 49, Part 173.392(c)(1) requires LSA wastes to be packaged in strong tight packages so that there will be no leakage of radioactive materials under conditions normally incident to transportation. Contrary to the above, during the unloading of trailer 7433006 drum number F-55 (0776)

was observed to have a loose lock ring because the attached welded bolt had broken loos. Checks of the drums for removable radioactive contamination, and a survey of the truck bed after unloadina indicated no sionificant radioactive contamination above backgroun *
