Docket No. 50-206 Interim Criteria for Shift Staffing San Onofre Nuclear Generating Station Unit 1 By letter dated July 31, 1980, you provided interim criteria for shift staffing and administrative controls pending completion of the long term development of these criteria. You requested that we examine our current staffing practices and capabilities in light of these interim criteria and advise you of the date by which our shift staffing could be in compliance with these criteria. You indicated that we should take steps to meet the interim criteria as soon as practical, but no later than July 1, 1982.

In accordance with your July 31, 1980 letter, we have examined our current staffing practices and capabilities. The purpose of this letter is to provide our plans, schedules and commitments to meet the interim criteria for shift staffing and administrative controls.

The current shift complement of operating personnel at San Onofre Unit 1 required by the Technical Specifications is:

(1) Shift Supervisor - SRO (1) Control Operator - RO (1) Assistant Control Operator - RO (1) Plant Equipment Operator (no license required; however, position is normally filled by a licensed operator).

We currently have a special requirement for one additional licensed operator on each shift during plant operation. His duties are to stop the reactor coolant pumps and perform other operations as required during a loss of coolant accident.

Crutchfield, Chief October 15, 1980 In order to meet the interim criteria for shift staffing, maintain operator overtime within the limits stated in your July 31, 1980 letter, and meet requirements for operator retraining, we now plan to have six operating shifts rather than the five we currently have. We have assumed, for planning purposes, that the special requirement for an additional control room operator during operation will still be in effect in July, 1982. Based on these consi derations, the following increases in licensed and non-licensed personnel are necessary:

19 42 23 These increased shift staffing requirements will be partially met by the following, in-place, training programs:

1. One previously licensed SRO (previously licensed on San Onofre Unit 1) will be ready for licensing examination in October, 1980.
2. We anticipate that three Plant Equipment Operators in-training will be ready for RO license examination by May, 1981.
3. Eight in-training Plant Equipment Operators (ex-navy nuclear operators) will be ready for RO licensing by December, 1981.
4. Six in-training Plant Equipment Operators (with little or no prior experience) will be qualified Plant Equipment Operators by June, 1981.

The remaining personnel will be obtained through the following planned programs:

1. An RO to SRO license upgrade program for seven of our current reactor operators is scheduled to begin in October, 1980.
2. A new class of approximately twenty in-training Plant Equipment Operators is scheduled to start in October, 1980. Hiring for this group is currently in progress. We expect that from seven to ten of these indi viduals will have sufficient prior experience to be ready for licensing by May, 1982.
3. We are currently advertising for personnel that have the necessary experience and educational background to qualify for an SRO training program.

D. M. Crutchfield, Chief October 15, 1980 We recognize that these training programs will have significant impact on our training department. Improvements in this organization have recently been made and further expansion and improvement will be required and are planned.

Training programs for operators not yet hired must start no later than November, 1980 in order to meet the July 1, 1982 implementation date.

The current shift complement of operating personnel at San Onofre Unit 1 will be supplemented by the additional qualified operating personnel dependent upon their availability as discussed above. It is our intention to be in full compliance with the interim criteria for shift staffing, adjunct requirements to the shift staffing criteria and the administrative controls as discussed in your July 31., 1980 letter by no later than July 1, 1982. If we incur difficulties in hiring the necessary qualified personnel or completing the required training as discussed above and cannot meet these requirements, we will immediately notify you.
