December 17, 1982 Reference 1 indicated that the Commission has determined that an instrumentation system for detection of inadequate core cooling (ICC) consisting of upgraded subcooling margin monitors, core-exit thermocouples, and a reactor coolant inventory tracking system is required for the operation of pressurized water reactor facilities. In addition, Reference 1 requested that we (1) identify the design for the reactor coolant inventory system selected and submit detailed schedules for its engineering, procurement and installation, and (2) review the status of conformance of all components of the ICC instrumentation system and submit a report on the status of such conformance.

Reference 2 forwarded additional clarification as Supplement 1 to NUREG-0737 - Requirements for Emergency Response Capability - regarding Safety Parameter Display Systems, Detailed Control Room Design Reviews, Regulatory Guide 1.97 (Revision 2), Upgrade of Emergency Operating Procedures, Emergency Response Facilities and Meteorological Data. In addition, Reference 2 requested that we submit a proposed schedule for completing each of the basic requirements.

February 10, 1983 As you are aware, San Onofre Unit 1 has been maintained in a shutdown condition since February, 1982 in order to complete the seismic modifications described in our June 15 and June 24, 1982 letters.

As has been discussed with representatives of the Regulatory staff, the majority of our resources required to respond to your aforementioned letters have been dedicated to completing the seismic modifications such that San Onofre Unit 1 can return to service as soon as possible. Accordingly, the resources necessary to reply to the aforementioned letters will not be available until after San Onofre Unit 1 returns to service from the current outage or sufficient confidence is obtained that the actions necessary to be completed for return to service are well established, including approval by the NRC. At that time, we will advise you of our schedule for responding to your aforementioned letters.

If you have any questions regarding the above discussed schedule, please let me know.
