50-206 Changes to the Physical Security Plan San Onofre Nuclear Generating Station Unit 1 Pursuant to 10CFR50.54(p),

changes have been made to the San Onofre Unit 1 Physical Security Plan. The changes are contained in the Commission-approved physical security plan entitled "Physical Security Plan, San Onofre Nuclear Generating Station, Units 1, 2, and 3" (which includes the contingency plans as Chapter 8), dated March 9, 1981, as revised July 22,

1981, November 30, 1981, December 30, 1981, and January 25, 1982, which was referenced in and made a part of the San Onofre Unit 2 Operating License issued on February 16, 1982. Such changes do not decrease the safeguards effectiveness of the Plan and have been approved by the Commission.

Accordingly, with the approval and issuance of the San Onofre Units 1, 2 and 3 Physical Security Plan, the San Onofre Unit 1 Physical Security Plan dated December 19, 1978, as revised February 23, 1979 and March 26, 1979, including amendments and changes made pursuant to the authority of 10CFR50.54(p), has been superseded, except as follows:

1. Those changes described in our December 12, 1979 letter concerning Temporary Security Processing Facilities at San Onofre Unit 1 remain in effect, and
2. Those changes described in our August 14, 1981 letter concerning relocation of vital area fencing (Items 1 and 2 therein) remain in effect.

For your information, the documents containing the physical security provisions which are in effect and fully implemented at San Onofre Units 1, 2 and 3 are as follows:

1. Physical Security Plan, San Onoffe Nuclear Generating Station Units 1, 2 and 3 (which includes the contingency plans as Chapter 8),

dated March 9, 1981, as revised July 22, 1981, November 30, 1981, December 30, 1981, and January 25, 1982, including amendments and changes made pursuant to the authority of 10CFR50.54(p) dated December 12, 1979 and August 14, 1981 as discussed above, and 6204200296 4

Guard Training and Qualification Plan, San Onofre Nuclear Generating Station, Units 1, 2 and 3, dated August 23, 1979 as revised September 3, 1980, including amendments and changes made pursuant to the authority of 10CFR50.54(p) dated December 15, 1981.

The Plans discussed above contain "Safeguards Information" as specified in 10CFR73.21 and should, therefore, be witheld from public disclosure.
