Dear Mr. Kovach:

The Comission has issued the enclosed Amendment No.118 to Facility Operating License No.' DPR-39 and Amendment No. '107 to Facility Operating License No. DPR-48 for the Zion Nuclear Power Station,. Unit Nos. I and 2, respectively. The amendments' consist of changes-to the. Technical Specifications in response to your application transmitted by Lletter dated July 6, 1989 as supplemented August 4, August 10, and August 24, 1989.

These amendments permit temporary one-time changes to.the Zion Technical Specifications regarding Auxiliary Electric Power that would allow performing extensive preventive maintenance, in accordance with the manufacturer's recom-mendations, on the diesel generator that is shared between the two units.

A copy of the related Safety Evaluation is enclosed. . Also, the Commission has filed the enclosed " Notice of Issuance of Amendment to Facility Operating License" with the Office of the Federal Register for publication.

Although the Commonwealth Edison Company (Ceco) is aware that the shared "0" diesel has had more startups than the other diesels and preventive maintenance reduces the risk of diesel failures from aging and wear, CECO is unable to perform required maintenance which takes longer than the 7 days under the current Technical Specifications. This situation has arisen before and it will happen in the future. Therefore, the NRC staff and CECO had several discussions regarding the prudency of the repeat-requests for extended maintenance periods. In the August 24, 19_89 letter, Ceco stated that it does not plan to ask for this type of change in the future, and committed to perform a study to determine alternate methods to perform preventive maintenance.on the "0" diesel.
