. Gentlemen:

Attachment 1 to this letter outlines a proposed amen &nent to Facility Operating License Numbers DPR-39 and DPR-48, Technical Specifications, Appendix A. The proposed amendment requests a change to the out of service period associated with an inoperable diesel generator (DG) specifically as it applies to.the "O" (common) diesel generator.

The "O" diesel generator is shared between Units 1 and 2, and the existing Technical Specification Section 3.15.2.C permits reactor operation for 7 days, if the "O" diesel generator becomes inoperable. This snendment request would modify Section 3.15.2.C of the TecNnical Specifications to

. permit the allowable out of service period for the "O" diesel generator to be extended from 7 days to 45 days for a one-time maintenance overhaul. The proposed extension to 45 days is necessary in order to perform the extensive maintenance overhaul to the diesel generator in conformance with the manufacturer's recommendation that such overhaul be performed at five year intervals. An itemization of the tasks to be performed during this overhaul is contained in Attachment 2, Table 1. This maintenance overhaul is scheduled to begin at the beginning of the Unit 1, 1989 Fall Refueling Outage (presently scheduled from September 11 through November 20, 1989).

A previous request for the extension of the 45-day allowable outage time for "O" Diesel Generator was made in our submittal of May 11, 1989.

Subsequent to your review of the proposed amendment, the conclusion was

determined to be that the proposto snendment did not adequately address all of the consequences of an extended diesel generator outage. You formally informed us of this decision by letter [ Reference (b)).

Attachment 2 providos a more ecmplete description and reason for the l proposed amendment.

Attachment 3 to this letter contains a No Significant Hazardous Review and provides a demonstration that the proposed change warrants no significant hazards consideration.

Attachment 4 provides an excerpt from Zion's Probabilistic Safety Study Volume 3.

Attachment 5 provides the results of a Prebabilistic Risk Assessment evaluation for a 45-day outage period for "O" Diesel Generator performed every five years of plant operation. l Commonwealth Edison requests an expedited review of this proposed amendment and would greatly appreciate NRC approval by September 1, 1989, in I order to ensure orderly planning of the scheduled outage.

As provided by 10 CFR 50.91, the State of Illinois is being notified of this mnendment request by transmittal of this letter and attachments.
