Subject: Special Safety Inspection Report No. 50-293/87-32

.This refers to the special safety inspection conducted by Mr. N. Blumberg of

this office on August 3-7, 10-14, and 20, 1987, at Pilgrim Nuclear Power

Station, Plymouth, Massachusetts; Boston Edison Engineering Offices, Braintree, ,

Massachusetts; and Pilgrim Training Center, Chiltonville, Massachusetts of

activities authorized by NRC License No. DPR-35 and to the discussions of our i

findings at a preliminary exit mee;ing at Pilgrim Station held on August 14,  !

1987, by Mr. Blumberg with Mr. K. Roberts and other members of your staff at

the conclusion of the inspection activities. Additional discussions of our

findings were held at a final exit meeting at NRC Region I offices, King of

Prussia, Pennsylvania on August 20, 1986, between Mr. J. Durr of our staff and

Mr. R. Swanson and other members of your staff.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the {

inspection consisted of selective examinations of procedu~es and representative j

records, interviews with personnel, and observations by the inspector, j

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A. This violation has been

categorized by severity level in accordance with the " General Statement of

Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C

(Enforcement Policy). You are required to respond to this letter and in

preparing your response, you should follow the instructions in Appendix A.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as ,

required by the Paperwork Reduction Act of 1980, PL 96-511. l
