Bowever, soning questions and con-servation matters are not within the., jurisdiction of the Atomic Energy Commission and, therefore, are not considered intthe ocurse of the review and evaluation of the. application which I have ,just.

described.

As you know, the Advisory Committee on Reactor' ddeguards-is s' Consmittee established by the Congrees to'edvise the Ma= ion on questions of reactor safety. It is made up,of scientists and engineers who are mainently qualified in reactor technology.

and announced by the Cosmission. The analysis of ths safety aspects of the proposed reactor, prepared by the Division of Licensing and Reghlation'will also be available to.the pblic.

This analysis win set forth the position whiah ths. Regulatory Staff win take at the public hearing. At' that hearingg which will -

be held in California on a date and at a place to be' announced, members of the Regulatory Staff will appear .to' explain their  ;

evaluation of the safety of the proposed reactor.' Moreover, an

opportunity to participate in the hearing is afforded the public pursuant to the Comunission's ' Rules of Practice %"10'CFR Part 2, t

a copy of which is enclosed. I feel sure that these procedures win enable an interested persons in the area to av=M them-asives with the details of the proposal and with the Regulatory Staff's evaluation thereof.

The application filed by Pacific 0as & Electric Company on December 31,1%2 is presently under review by the Division of Licensing and Regulation and' the Advisory Cossnittee on Reactor Safeguards.

I hope that our explanation of the careful consideration given' q by the Commission to power reactor licensing matters and the 3 opportunity afforded the public to make its views known to the Ca==4=sion prior to a final decision en the application win be reassuring to Mrs. Buloke.- t
