Thank you for your letter of May 19, 1988, in response to our letter and the attached Notice of Violation dated April 20, 1988. We have reviewed your reply and find it responsive to the concerns raised in our Notice of Violation.

With respect to violation 267/8805-02, your response was discussed further with Mr. Don Alps during a telephone call on July 14, 1988. Considering the circumstances surrounding this issue and your actions to obtain certification of documentation for personnel hired prior to January 1986, we will withdraw this violation.

We will review tne implementation of your corrective actions during a future inspectioil to determine that full compliance has been achieved and will be maintained.

Dear Sirs:

This letter conveys Public Service Company of Colorado's response to Mr. L. J. Callan's letter of April 20, 1988, addressing the Notice of Violation imposed as the result of NRC Inspection Report Number 50-267/88-05.

Our response to this Notice of Violation is enclosed as Attachment I to this letter. The material in Attachment 1 contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, this material, with the exception of this lettar, should not be placed in the Public Documents Room. .
