Gentlemen:

Subject: Inspection Report No. 50-293/85-13

A routine radiological safety inspection was conducted by Mr. R. L. Nimitz

on May 20-24, 1985 of your Pilgrim Nuclear Power Station. The findings

of the inspection were discussed with Mr. A. L. Oxsen at the conclusion

of the inspection.

This inspection covered implementation of your Radiological Improvement

Program, radiological controls for fuel pool work, radioactive waste

management, and the implementation of IE Bulletin 80-10 requirements.

One violation of NRC requirements was identified in the area of adherence

to station approved procedures for fuel pool work. We acknowledge that

corrective action was taken to address the immediate concerns associated

with the problem. However, we are concerned about the violation because

it is similar to violations previously identified; and because it had

existed for an extended period of time (about a month) prior to being

identified by the NRC. Please reply to this matter in accordance with

the enclosed Appendix A, addressing the action taken or planned to

improve personnel adherence to procedures and oversight of on-going

radiological work. ,

A deviation from the requirements of IE Bulletin 80-10 was also '

identified. This deviation involved failure to evaluate certain **

nonradioactive systems and establish appropriate sampling and analysis

programs for these systems in order to identify radioactive contamination

in a timely manner to preclude any unmonitored, undetected radioactive

effluent releases. Please reply to this matter in accordance with the

enclosed Appendix B.
