SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORTS N0. 50-10/86005, 50-237/86008, AND 50-249/86010; 50-237/86016 AND 50-249/86019)

This refers to inspections conducted during the period April 24 through May 9, 1986 and June 30 through July 10, 1986, of activities authorized by NRC Operating Licenses No. DPR 2, DPR-19, and DPR-25 for the Dresden Nuclear Power Station, Units 1, 2 and As a result of these inspections, a violation of NRC requirements was identified. The violation was identified by the receiver of a transportation shipment from the licensee who, in turn, notified the NR The violation was also the subject of a telephone Enforcement Conference on August 11, 1986, between Mr. D. Farrar and other members of your staff and Mr. J. Hind and other members of the NRC Region III staf On April 29, 1986, underwater cutting equipment was shipped from Dresden Station to Carolina Power and Light Company's Brunswick Station. The equipment was packaged at Dresden Station in wooden boxes, by a contractor, and transported on an exclusive use, open vehicle. Radiation levels prior to transport were recorded as being within required radiation limits. Upon arrival on April 30, 1986 at Brunswick Station, increased surface radiation levels for one box were recorded as exceeding Department of Transportation (DOT) requirements as required by 49 CFR 173.441(a). The increased radiation levels were attributed to shifting of the equipment during transport. This shifting occurred as a result of improper bracing of the equipment prior to transpor In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation described in the enclosed Notice has been~ classified as a Severity Level III violatio .

In your response, you should document the specific actions taken and any additional actions you plan to prevent recurrence.
