SUBJECT: NRC INSPECTION REPORTS 50-010/98015(DRS); 50-237/98018(DRS);

50-249/98018(DRS) AND NOTICE OF VIOLATION

Dear Mr. Kingsley:

On June 4,1998, the NRC completed a physical security inspection at your Dresden Nuclear

Power Station. The enclosed report represents the results of that inspection.

Areas examined within your security program are identified in the report. Within those areas,

the inspection consisted of a selective examination of procedures and representative records,

observation of performance, and interviews with staff. The objective of the inspection effort was

to determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Based on the results of this inspection, it appeared that one of your activities was not conducted

in accordance with NRC requirements. One violation was identified that involved multiple

failures by two members of your plant staff to document the required record for fitness-for-duty

(FFD) contacts for unscheduled work. We also acknowledge that previously implemented

corrective action to a similar finding resulted in improved performance by members of the plant

staff to document FFD contacts for unscheduled work, but we are concerned that those

measures were not totally effective in preventing recurrence.

Additionally, one finding was identified and is provided for your information. Section S1.1 of the

enclosed report identified deficiencies in the site's badge control program to ensure that only g

authorized personnel gain unescorted access to the facility. We are concerned that these Ij

deficiencies might potentially become more significant. /

Overall performance of your security organization, except as noted above, was sound. Security

personnel demonstrated proper implementation of security plan requirements. Security

l management activities were, generally, properly focused toward maintaining an effective

security program.

disclosure according to Part 73, Title 10, Code of Federal Regulations, Section 73.21(c)(2).

This information must be handled and protected in accordance with the provis!ons of 10 CFR

73.71. Consequently, our report of this inspection will not be placed in the NRC Public

Document Room.
