NRC INSPECTION REPORTS 50-010/98018(DRS); 50-237/98027(DRS);
50-249/98027(DRS) AND NOTICE OF VIOLATION
Dear Mr. Kingsley:
This refers to the security inspection conducted on October 13-16,1998, at the Dresden Nuclear
Power Station. The purpose of the inspection was to determine whether activities authorized by
the license were conducted safely and in accordance with NRC security related requirements.
Overall performance of your security organization, except as noted in this report, was
fundamentally sound. Security personnel were knowledgeable of their duties and demonstrated
proper implementation of security requirements. Management activities were focused toward
maintaining an effective security program. Inspected security aquipment lunctioned as
designed.

Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and the
circumstances surrounding it are described in detail in the subject inspection report. The
violation is of concem because it demonstrated that security personnel were not aware of a
vulnerability in the site package search program that could have allowed unauthorized material
to enter the protected area. When the violation was identified by the inspector, security
management took aggressive and prompt measures to correct the problem and to prevent
recurrence.
The NRC has concluded that information regarding the reason for the violation and the
corrective actions taken are adequately addressed on the docket in this inspection Report
(50-010/98018; 50-237/98027; and 50-249/98027). Therefore, you are not required to respond
to this letter unless the description therein does not accurately reflect your corrective actions or
your position. In that case, or if you choose to provide additional information, you should follow
the instruction specified in the enclosed Notice.
