Technical Specifications Bases Change Regarding Fuel Storage Pool Water Level The enclosure to this letter provides a change to the Bases of the Dresden Nuclear Power Station, Unit 1 Technical Specifications (TS) Section 3.10, " Fuel Handling and Storage." The Bases provides the reason for the minimum fuel storage pool water level in TS Section 3.10. This change eliminates a reference to initiation of Generating Station Emergency Plan (GSEP) action that is incorrect and is not part of the reason for the minimum fuel storage pool water level technical specification.

Prior to this change, the Bases to TS Section 3.10 read, in part, as follows.

"To assure there is adequate water to shield and cool the irradiated fuel assemblies stored in the pool, a minimum pool water level is established. The minimum water level of 18 feet is established because it would be a significant change from the normal level, well above a level to assure adequate cooling (just above the active fuel) and above the level at which the GSEP action is initiated (5' uncontrolled loss of level with level decreasing)."

According to GSEP emergency action level MU11 " Loss of Spent Fuel Pool Level,"

GSEP action is initiated at Unit 1 Spent Fuel Pool less than or equal to 18 feet. It is l also stated in MU11 that the basis for the emergency action level (EAL) threshold value of less than or equal to 18 feet is that the level provided is the minimum allowed by Technical Specifications. Therefore, the GSEP action level is not part of

the reason for the minimum fuel storage pool water level in TS Section 3.10.

. Additionally, the previous Bases to TS Section 3.10 was incorrect because the minimum water level of 18 feet in TS Section 3.10 is not above, but rather at the C2 \
