Revise LER commitment to close MSIV's prior to jumper

-installation / removal in procedure DOS 250-03.

1 Original Commitment:

. DOS 250 will be revised to require all MSIV's being tested to be in the closed position prior to jumper installation and removal. l Revised Commitment: i DOS 250-03 will be revised to require all MSIV's being tested to remain in the open position during jumper installation.

Basis:

DOS 250-03 performs fail-safe closure surveillance testing of the MSIV's during cold shutdown. Closure of the MSIV's prior to jumper installation constitutes unacceptable pre-conditioning . Dresden Station's Radiation Protection Department will perform checks -

of HRA/LHRA./VHRA doors on a quarterly basis.

l Original commitment was made due to poor material condition of doors. l

. Since then we have performed intensive upgrade of HRA/LHRA/VHRA doors. Subsequently, we no longer need to expend dose and man-hours to i perform checks on a monthly basis.

i Change commitment to place SRM's and IRM's OOS per DIS 700-3. ]

Original Commitment:

1 The IM Department will revise DIS 700-3 to address the new cables for the SRM's and IRM's and provide strict controls concerning the cover plates.

These controls will require that the drives be taken out of service when the plates are installed per this procedure.

Revised Commitment:

The procedure will be revised as follows: A caution card will be attached ,

to the drive control switches which will state- Withdraw SRM/IRM detectors only upon IM requests. IM verifies that all SRM/IRM access holes / chutes are free of diamond plating, CRD removal equipment and subpile room obstructions, platform is aligned and pinned, and detector signal cable is positioned such as to allow the required withdrawal of the

- detector. ' The caution card conditions will be field verified by IM prior to requesting SRM/IRM withdrawal. -

Basis:

The control of the SRM/IRM movement will be administratively

- controlled by DAP 03-08.

Delete GSERV item to inspect the 2/3 23021-34 check valves every two refueling outages Original Commitment:

t Initiate GSERV item to set the inspection interval for the 2/3 2301-34 valves to every two refuel outages, due to repeated LLRT failures Revised Commitment: .

The 2/3 2301-34 check valves will be tested per the frequency specified by the station check valve program in accordance with the requirements of SOER 86-03. l Basis: )

Modification E12-2-96-219 and E12-3-95-246 extended the HPCI system exhaust pot drain line piping below the minimum torus water level.  !

Therefore, the 2/3-2301-34 check valves are primary containment isolation  ;

valves exempt from Appendix J LLRT testing, since this piping is no longer an air leakage pathway out of primary containment.

Feedwater Check Valve Modification Original Commitment:

Unit 2 feedwater check valves 2-0220-62B and 58B will have their bodies i machined to accept a metallic gasket and additional hold-down hardware j for the disc / seat assembly which will be installed.

Revised Commitment:

This modification will not be installed for the 2-0220-62B and 58B valves.

The modification was installed on Unit 3; however, the mod did not yield L the expected reductions in leakage. The mod expended a total of 64 rem.

The previous methods used for check valves repair were modified to include mock-up training and a designated team.

- Subject to Change:

Revision of Commitment concerning implementation of Appendix A, Technical Specification 3 / 4.5A Footnote (c).

Original Commitment:

Failure of either the High Pressure or Low Pressure (HPCI post outage) test would result in immediate shutdown to less than 150 PSIG.

Revised Commitment:

Enter the 14 day allowed outage time (Technical Specification 3.5A, Action 3) upon failure of either the high or low pressure tests when being performed during Unit startup.

Basis:

This implementation of footnote (c) to Surveillance Requirements 4.5.A.2.c and SR 4.5.A.3.b.1 is to enter the 14-day allowed outage time upon failure of either the high or low pressure test. This is consistent with Industry Practices, Improved Technical Specifications and actions taken during a mid-cycle failure.
