Dear Mr. Kingsley.

On March 11,1998, the NRC completed a physical security inspection at your Dresden Nuclear

Power Station. The enclosed report represents the results, of that inspection.

Areas examined within your security program are identified in the report. Within those areas,

the inspection consisted of a selective examination of procedures and representative records,

observation of performance, and interviews with staff. The objective of the inspection effort was

to determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Based on the results of this inspection, it appeared that one of your activities was not conducted

in accordance with requirements. One cited violation was identified regarding the failure of a

security officer to conduct a proper search of a vehicle. We are also concerned about this

)

violation because similar findings have been previously identified. Your response to this

violation should also address the reason (s) for the continuing problem and why planned

corrective action (s) will be effective in preventing further recurrence.

The overall effectiveness of your security program was acceptable. Except for the findings

,

noted in this report, operaSonal personnel generally demonstrated proper implernentation of

security plan requirements and security management personnel activities were focused toward

physical protection requirements.

Areas examined during this inspection concern a subject matter which is exempt from

disclosure according to Part 73, Title 10, Code of Federal Regulations, Section
