SUBJECT:

PLANT PERFORMANCE REVIEW (PPR)- DRESDEN

Dear Mr. Kingsley:

On October 20,1997, the NRC staff completed the somlannual Plant Performance Review (PPR) of Dresden Nuclear Station. The staff conducts these reviews for all operating nuclear power plants to develop an integrated understanding of safety performance. The results are used by NRC management to facilitate planning and allocation of Inspectinn resources. The PPR for i Dresden involved the participation of all technical divisions in evaluating inspection results and safety performatice information for the period from July through September 1997. PPRs provide NRC management with a current rummary of licensee performance and serve as inputs to the ,

NRC Systematic Assessment of Uconsee Performance (SALP) and senior management meeting (SMM) reviews. The results of the PPR for Dresden determined that overall performance has improved over tu the last SALP period, which ended in November 1997, in addition, we conducted the SALP 15 review and advised you of the results in a letter dated January 2,1998.

The PPR and SALP results were considered in developing our planned inspections for Dresden.

Tnis letter advises you of our planned inspection effort resulting from the Dresden PPR review, it is provided to minimize the resource impact on your staff and to allow for schedul:og conflicts and personnel availability to be resolved in advance of inspector arrival onsite. The enclosure clatails our inspection plan for the next 6 months. The rationale or basis for each inspection outside the core inspection program is provided so that you are aware of the reason for emphasis in these program areas. Resident inspections are not listed due to their ongoing and continuous nature.
